I certainly understand many of the various pressures and legacy behaviors that conspire to reinforce the status quo here (some folks who do public policy research write more for their peers than for actual policymakers, the business models for academic publishing are in a state of major transition, etc. The formulation of the research questions identified was in part influenced by some stated interests of the european commission (which was co-funding some of the work) and i knew that some research questions would resonate with other potential funders at the time (including the world bank itself) who were interested in related areas (see, for example, the first and last research questions). This is no doubt a good thing (especially the growth in local research and practitioner communities).
It did aspire to do so in 2005, and it still does not do so from the perspective of 2015. This is not to imply that we havent learned anything, of course (an upcoming edutech blog post will look at two very useful surveys of research findings that have been published in the past year), but that we still have a long way to go. Many things i see that are funded as research actually look to me like basic monitoring and inventorying of inputs and outputs.
